That's debatable - it depends on your child, which brand of diapers/nappies you use, (whether they are disposable or cloth), or even which liners you use in cloth diapers.
My daughter suffered far less from rashes when I put her in cloth with fleece liners. But some babies seem to get on better with disposables.

My mom put me in cloth diapers when I was a baby, and she told me I rarely had diaper rash.
On my son, I use disposable diapers. So far, he hasn't had diaper rash, but I change him frequently. Disposable diapers can make it harder to tell if your baby is wet or poopy, so they may sit in it longer.
I think it depends on your baby's skin, too. I had excema so cloth was probably the way to go.
